Vietnam: A promising destination for wind energy investment

TN&MTVietnam is reaffirming its commitment to fostering a favorable investment environment for wind energy development, as highlighted during a recent meeting between Minister of Agriculture and Environment Do Duc Duy and Mr. Nate Franklin, Founder and CEO of Pacifico Energy, a leading U.S. renewable energy corporation.

During the meeting on March 13, Minister Do Duc Duy emphasized that the Vietnamese government is dedicated to facilitating investors in the wind energy sector. The discussion focused on potential collaboration in renewable energy projects to meet Vietnam’s growing energy demand while advancing sustainability and environmental protection goals.

Pacifico Energy, a pioneer in renewable energy investment in Vietnam since 2017, has successfully developed several projects in the country. With a strong interest in offshore wind energy, the company is particularly keen on expanding its investments in Bình Thuận, a region recognized for its strong and stable wind conditions—some of the best in Asia. Mr. Nate Franklin noted that Vietnam holds a strategic advantage in wind energy development due to its long coastline and favorable wind speeds, making it an attractive destination for international investors, particularly from the United States.

In response, Minister Do Duc Duy underscored the government’s efforts to enhance the regulatory framework for wind energy investment. The revised Electricity Law and related decrees provide a clear and transparent legal foundation for investors. The Ministry of Agriculture and Environment is committed to streamlining administrative procedures and ensuring effective inter-ministerial coordination to facilitate the implementation of renewable energy projects.

With well-prepared policies for renewable energy development, particularly in offshore wind, Vietnam is positioning itself as a premier destination for international investors

However, the Minister Do Duc Duy also highlighted that offshore wind energy projects must adhere to Vietnam’s legal framework. Investors are required to submit complete applications in accordance with the Electricity Law, Decree 58/2025/NĐ-CP on offshore wind project surveys, and other relevant regulations on maritime economic activities and national security. Notably, Pacifico Energy’s proposed survey area has already attracted 18 other investment proposals. To ensure fairness and transparency, the selection process will be based on the investors’ project execution capabilities.

With well-prepared policies for renewable energy development, particularly in offshore wind, Vietnam is positioning itself as a premier destination for international investors. Minister Do Duc Duy expressed confidence that the Vietnam-U.S. Comprehensive Strategic Partnership will further enhance cooperation in wind energy, helping Vietnam meet domestic energy demands while contributing to global sustainability goals.
