The event was held in the sacred and heroic atmosphere of historic May, as the nation commemorated the 50th anniversary of national reunification (April 30, 1975 - 2025), along with the President Ho Chi Minh's 135th birthday (May 19, 1890 - 2025). The Congress carried special political significance, marking a milestone in the Party Cell’s growth and development as Vietnam enters a new era of digital transformation, while the agriculture and environment sectors face increasing demands for reform and international integration.

Restructuring and asserting the Party’s leadership capacity in sectoral journalism

Attending the Congress were Comrade Phung Duc Tien, Member of the Standing Board of the Party Committee, Head of the Information and Education Commission, and Deputy Minister of Agriculture and Environment; alongside representatives from relevant units of the Party Committee of the Ministry.

Delivering the opening remarks, Dr. Dao Xuan Hung, Secretary of the Party Cell and Editor-in-Chief of the Magazine, emphasized that the Congress was taking place at a highly meaningful time, when the nation had just celebrated two major historical milestones. He noted that this was an important political milestone for the Party Cell—marking its maturity in leading the Journal’s development in the era of innovation, integration, and comprehensive growth.

The Congress was tasked with reviewing the implementation of the previous term’s resolutions, assessing achievements and shortcomings, and adopting goals and directions for the 2025–2030 term. Delegates also contributed feedback to the draft political report for the First Party Congress of the Ministry of Agriculture and Environment (2025–2030), as well as important documents prepared by the 13th Central Committee for submission to the 14th National Party Congress.

With the action motto “Solidarity – Innovation – Creativity,” Dr. Dao Xuan Hung called on all Party members to uphold their sense of responsibility, lead by example, and promote democratic discussion and collective wisdom to ensure the success of the Congress.

On behalf of the Presidium, Dr. Dao Xuan Hung officially declared the opening of the Congress, expressing hope and confidence for a dynamic new term marked by unity, integrity, and contribution to the development of both revolutionary journalism and the agricultural–environmental sectors.

The Party Cell, a grassroots organization under the Ministry’s Party Committee, was established through the merger of two units: the Natural Resources and Environment Magazine and the Journal of Agriculture and Rural Development. This unification marked a turning point in enhancing the Cell’s capacity to provide comprehensive leadership in specialized journalism.

The Party Cell currently comprises 26 members (11 women and 15 men), including 3 PhDs, 6 Masters, and 15 members holding advanced or intermediate-level political theory credentials. This is the Journal’s core force in both professional expertise and political engagement.

Advancing innovation in content and communication

Despite financial and staffing challenges during the 2020–2025 term, the predecessor Cells maintained unity, proactively improved content, and enhanced the quality of journalism in agriculture and environment. The journals consistently adhered to political orientations, promptly communicated Party directives, and contributed to policy-making by disseminating research and scientific knowledge.

A key highlight of the term was the comprehensive renewal of journal content, format, and digital transformation.

Over five years, the Journal of Agriculture and Rural Development published 120 regular issues, 5 English editions, and 45–50 special issues—many of which featured high-level academic content highly rated by the State Council for Professorship. It also released scientific compilations supporting the training of high-quality human resources.

Likewise, the Natural Resources and Environment Magazine published 120 issues, including 6 thematic editions and 2 special yearbooks. Its content focused on administrative reform, science and technology, and sectoral policy dissemination. Digital platforms were also strengthened: since its 2021 launch, the online Journal of Natural Resources and Environment has published over 3,000 multimedia-rich articles, including podcasts, infographics, and livestreams. The online Journal of Agriculture and Rural Development has published around 1,000 in-depth articles and launched specialized columns on new rural development, smart farming, and agricultural extension. An English-language section was also launched to expand international readership and enhance Vietnam’s image in global agriculture and environment discourse.

Delegates actively and responsibly engage in lively discussions, offering thoughtful contributions to key documents, demonstrating the Party Cell’s collective spirit and intellectual commitment.

Beyond publishing, the Magazines diversified distribution through social media channels such as Facebook, Zalo, YouTube, and TikTok. Their video reports and newsletters have attracted thousands of views and interactions monthly. The Party Cell guided each stage of this transformation as part of a long-term strategy to build a modern, specialized digital journalism ecosystem. Politically and ideologically, the Party Cell actively implemented key directives such as the 12th Central Resolution No. 4 and Directive 05-CT/TW on studying and following Ho Chi Minh’s thought, morality, and lifestyle. All Party members adhered strictly to discipline, with no recorded violations.

Party building was another notable success of the term. The Cell fully implemented inspections and supervision under Article 30 of the Party Charter, ensuring 100% of members were periodically reviewed with no violations. Supervision became more proactive and problem-solving, closely integrated with professional duties. It also reinforced accountability, participation, fee payment, and civic duties among members.

Inspection results showed firm political and ideological stances among members, with no signs of ethical decline or internal disunity. The Cell maintained regular, regulation-compliant meetings. The Party Cell also actively promoted mass mobilization, ensuring the protection of staff rights and benefits. Under tight coordination with the Trade Union, the Cell organized staff conferences, proposed commendations, and implemented welfare activities such as hardship support and internal events—fostering cohesion and morale.

Leadership review and strategic directions

At the Congress, MSc. Kieu Dang Tuyet, Deputy Editor-in-Chief, presented a review of the Party Cell’s leadership during 2020–2025. Established by Decision No. 42-QĐ/ĐU on March 1, 2025, the Cell initially had seven members, six of whom remain after one retired.

Throughout the term, the Party Cell upheld unity, accountability, and collective wisdom, thoroughly implementing directives and resolutions from higher Party levels. Political leadership, organizational consolidation, publishing, and trade union affairs were executed effectively, enabling comprehensive journal growth.

The Cell streamlined administration, adopted IT solutions, clarified work procedures, and ensured full implementation of staff policies. It secured press licenses and released 8 thematic publications, building a reputable academic platform that bridged scientific knowledge with policy and practice.

The Party Cell also strengthened its organizational structure, appointed key personnel, improved infrastructure, and promoted political education and legal compliance. Leadership responsibilities were clearly assigned, ensuring democratic centralism and a disciplined, innovative working style. Party Cell meetings linked political development with professional duties and implementation of Ho Chi Minh's legacy.

Members of the Party Cell maintained strong political integrity and demonstrated no signs of ideological or ethical decline. Directive 05-CT/TW was integrated into self-criticism sessions, helping to elevate Party membership quality and build a resilient organization.

Looking ahead, the Party Cell proposed eight priorities, including deepening implementation of Party directives; innovating Party Cell operations, especially themed discussions on Ho Chi Minh’s legacy; upholding democratic centralism; improving individual accountability; enhancing leadership style; fostering internal unity; and strengthening inspection and discipline.

Innovation for sustainable development

The Congress featured spirited and responsible debate, with members contributing insights to key documents. Topics included: post-merger operations of the Journal; defending Party ideology; digital transformation in multimedia journalism; and the trade union’s role in building a strong and effective Party Cell.

In a spirit of solidarity, democracy, and responsibility, the Congress unanimously adopted its Resolution for 2025–2030. The Resolution affirmed political determination and specific actions to improve the Party organization’s leadership and cohesion, drive journalistic digital transformation, and elevate Party members’ exemplary roles in sustainable development and policy engagement.

Mr. Duong Thanh Hai, Deputy Secretary of the Party Cell and Deputy Editor-in-Chief of the Journal, outlined several key goals for the 2025–2030 term. These include enhancing political awareness, discipline, and a strong sense of accountability among Party members; strengthening training programs for reporters and editors to improve the overall quality of journalistic content; and ensuring timely and accurate coverage of pressing issues in the agriculture and environment sectors. He also emphasized the need to adopt innovative technologies and communication formats to expand public outreach, foster greater awareness of green agriculture and rural development, and support farming communities and environmental sustainability initiatives. Additionally, the Journal aims to broaden its publication reach and solidify its position as a respected scientific platform both nationally and internationally. Underpinning these efforts is the commitment to maintaining strict Party discipline and reinforcing internal oversight—laying a strong foundation of unity and leadership for future progress.

Unity and leadership: The foundation for progress

In his keynote address, Deputy Minister Phung Duc Tien commended the Congress’s thorough preparation and strategic vision. He highlighted that science and technology are crucial drivers of agricultural growth, resource management, and environmental protection.

Following the merger of the two Ministries, Deputy Minister Tien affirmed that the efficient use of natural resources and environmental protection now form essential pillars of Vietnam’s development strategy, alongside agricultural growth and exports.

He highly praised the Magazine’s contributions to disseminating scientific knowledge and facilitating technology transfer, both domestically and internationally. He stressed that although science journalism may be quiet work, its impact is profound—and its mission is to bring science to life in service of socio-economic progress.

The Deputy Minister urged continued innovation in communication, capacity building, and ethics, while ensuring staff well-being to foster long-term dedication. He pledged that the Ministry’s Party Committee would continue to support the Journal and create favorable conditions for it to fulfill its political responsibilities.

He emphasized that internal unity is the bedrock of development, and the role of leadership is pivotal: leaders must be courageous, responsible, and willing to take bold action for collective progress.

In his closing speech, Dr. Dao Xuan Hung expressed satisfaction with the Congress’s outcomes and gratitude for the leadership direction provided by Deputy Minister Phung Duc Tien. These strategic insights, he noted, would help shape practical, results-oriented action plans for the new term.

The Congress concluded in an atmosphere of unity and resolve, with delegates unanimously approving the 2025–2030 Resolution—setting clear goals and directions for the Magazine’s future.
